If there is so much begging there then why not provide them with opportunities to help them out and find a solution, next step will be driving them into petty crimes ie. shop lifting, burgulary, harrassment, police brutality, prostitution.
Stop trying to drive them into prison by causing them to commit petty crime just to exist.
